In “New Republican Bill Is Network Neutrality in Name Only” by  Barbara van Schewick & Morgan N. Weiland, she talks about the problem with the Network Neutrality Bill. She begins her law review by explaining that the bill does not live up to claims. the bills is supposed to prohibit “all forms of access fees, application-specific discrimination, and blocking.” In the law review she does not say that she is against the bill but she points out certain issues with the bill that might contradict the purpose of the bill. One of the issues is that the bill paid prioritization. She argues that the bill would give Internet service providers the opportunity to drown the voices of those without money. ISP’s are able to get companies like netflix to pay them for better performance for their users. This issue connect with another point which is that the bill won't stop ISP’s from controlling what their customers see. for example an ISP’s can raise the price of a certain app in order to draw attention away from it which essentially controlling the market because companies can pay an ISP to make their product luck better towards their customers.
